Compassion and Social Support
The Silent Foundation is committed to supporting communities facing acute hardship and social exclusion. Through partnerships with trusted organisations, the Foundation provides humanitarian relief, protection for vulnerable groups, access to healthcare, and opportunities for education and empowerment—creating pathways to dignity, resilience, and hope.
1. Refugee Relief
Supporting refugees is one of the most pressing humanitarian and social challenges of our time. Displacement disrupts lives, fractures communities, and often leaves the most vulnerable without basic security or dignity.
The Silent Foundation partners with trusted humanitarian organisations to support refugees and communities affected by conflict, persecution, and natural disasters.
With the Jesuit Refugee Service (JRS), an international Catholic organisation dedicated to accompanying, serving, and advocating for forcibly displaced people, the Foundation has provided support since 2018 to Rohingya refugees in Aceh, Indonesia. This assistance focuses on areas often hardest to fund, such as food, basic necessities, and psychosocial care. The commitment goes beyond financial aid, reflecting a deep engagement with both the needs of JRS and the realities of the communities it serves.
In collaboration with the Singapore Red Cross (SRC), a homegrown humanitarian organisation that has been responding to emergencies since 1949, the Foundation contributes ad hoc support for international crises, including relief efforts in Gaza and Myanmar.
These partnerships ensure that assistance is channelled through trusted networks so help reaches those who need it most.

2. Casa Raudha – Women’s Protection and Empowerment Programme
Casa Raudha advocates for a life free from violence by providing secure shelter for women in crisis and offering community-based programmes that raise awareness, foster resilience, and help break the cycle of abuse.
Its innovative approach includes working closely with both survivors and individuals who have caused harm, building bridges toward healing and accountability.
The Silent Foundation is proud to support Casa Raudha in its mission to assist women and empower families. Through this partnership, we reaffirm our commitment to protecting the dignity, safety, and well-being of all individuals, especially those whose voices are too often unheard.
3. TAR UMT – The Silent TARUMT Fund
Tunku Abdul Rahman University of Management and Technology (TAR UMT) is a nonprofit private university in Malaysia, established in 1969 by the Malaysian Chinese Association.
The Silent TARUMT Fund is a collaborative initiative between The Silent Foundation and TAR UMT to enrich student life and promote inclusivity, innovation, and social responsibility. Reflecting the spirit of giving back to one’s alma mater, the fund was created by Mr. Teng Ngiek Lian, founder of The Silent Foundation and an alumnus of TAR College.
The fund supports:
- Student research in frontier technologies such as AI, green energy, and robotics
- Programmes that promote racial harmony
- Student-led initiatives in environmental protection, intergenerational kindness, and campus pride
The fund is jointly managed by the Alumni Unity Committee, which includes representatives from TAR UMT, the Federation of TARC Alumni Associations Malaysia, and the TARUC Alumni Association of Singapore.
4. Regional Medical Capacity Building Programmes
The Silent Foundation is committed to strengthening healthcare capacity across Asia by supporting programmes that share skills, improve care, and build local expertise in underserved communities.
SingHealth Duke-NUS Global Surgery Programme
The SingHealth Duke-NUS Academic Medical Centre combines the strengths of SingHealth and Duke-NUS Medical School to advance healthcare and make quality care more accessible. The Silent Foundation supports the Global Surgery Programme, which builds sustainable surgical capacity in low- and middle-income countries.
This effort responds to urgent needs highlighted by the landmark Global Surgery 2030 report, which found that in 2010 alone, 16.9 million deaths were caused by a lack of safe and affordable surgical care. To address this gap, the programme trains and mentors regional surgeons, complemented by hands-on learning in Singapore using advanced techniques and equipment. Since its inception, the programme has prioritised countries such as Myanmar and Pakistan, strengthening health systems and improving long-term outcomes.
KKH Cambodian Midwife Training Programme
KK Women’s and Children’s Hospital (KKH), founded in 1858, is a regional leader in obstetrics, gynaecology, paediatrics, and neonatology.
Since 2013, and with support from The Silent Foundation, KKH has run the Midwife Training Programme in Kampong Chhnang province, Cambodia. The programme has trained over 200 midwives across 39 health centres and 3 hospitals, focusing on essential hygiene and birthing procedures to improve maternal and child health.
Maternal death rates have dropped by 90% since the programme began. A sustainable “train the trainer” model empowers local midwives to share their knowledge, ensuring lasting impact for mothers and children.
Together, these initiatives reflect The Silent Foundation’s commitment to sharing knowledge, strengthening regional healthcare systems, and creating a healthier future for vulnerable communities.
